From 1 January 2027 the Wtta turns your administration into your licence to trade.

How it works today

On a Monday the same flexworker exists four times: as a plaatsing in the ATS, as a roster line in the planning tool, as clock times in the inlener's own system, and as a loonregel in the back office package. All four disagree about how many hours he worked. And the norm that decides which one counts is about to acquire an inspector.

The uitvraag lives in Word

One missed allowance is back pay for every worker you ever placed at that inlener. The uitvraag that should have caught it is a Word form: the intercedent mails it, gets half back, fills in the rest from memory, and files it. Nobody touches it when that client's own CAO awards a general pay rise. Since 2026 the test is the total package, and normeis 4b wants eleven terms per function, digital and traceable to the inlener.

Five hour formats, five definitions

Hours arrive in five shapes: the planning app, Excel from the client's own clock system, briefjes photographed over WhatsApp, direct entry in a portal, and a file remapped by hand. None of the five means the same thing by an hour. Normeis 12 wants start and end time per day or shift, unpaid breaks included, unless the worker has a voorspelbaar arbeidspatroon and a fixed week or month payment and earns 1.5x WML. Two back office people then spend Monday and Tuesday retyping a photo that says 40 uur.

Frontoffice and backoffice do not talk

The candidate and the placement live in Carerix, OTYS, Mysolution or Bullhorn. The hours, the wage, the tariff and the invoice live in Easyflex, HelloFlex, Pivoton, Nocore or AFAS. Every package has its own structure, so somebody keys the same placement twice. That is where the end date drifts, the fase count goes wrong, the tariff is a version behind, and a pay element quietly goes missing for a quarter.

The Wtta dossier is a shared drive

ID copies in a folder, expiry dates in a spreadsheet, signed contracts in the ATS or in email, payslips in the back office package, housing in a planning tool, doorleen agreements nowhere in particular. The norm wants identity and work authorisation tracked per worker, per document, with the expiry date live. From 1 January 2028 the Arbeidsinspectie fines uitleners without a toelating and the inleners who hired them. Clients will ask first.

Front office on one side, back office on the other, with Plan4Flex or onlineUUR somewhere in the middle. We build the wire over their APIs so a placement is entered once and the end date, the fase count and the tariff cannot drift apart afterwards. Where the client is government or a large corporate, that wire speaks SETU rather than a spreadsheet layout somebody agreed by email.

The uitvraag register for gelijkwaardig belonen

A register of clients and functions holding the eleven terms normeis 4b demands: scale and step, period wage, ADV, standard hours, every irregularity allowance, mirrored general pay rises, expense allowances, increments, travel time, one-off payments and homeworking. Versioned with an effective date, with an alert when that client's CAO moves, an audit trail, and an export an inspector can read.

Inlenersportaal and flexwerkersportaal

Two audiences, one platform. The inlener approves hours, sees placements, tariffs, invoices and your compliance evidence. The flexworker sees the rooster, the hours, the payslip, the contract and what still needs signing. One constraint straight from the norm: if the portal is the only channel for the contract or the payslip, it stays open to that person for twelve months after the dienstverband ends.

Urenverwerking, from intake to verloning

One intake for every hour, whatever shape it arrives in: the app, the client portal, a per-client Excel importer, a SETU message, or a photographed briefje. Everything is normalised to one definition of an hour, run through your approval flow, checked against the placement and the agreed tariff, then handed to Easyflex, HelloFlex, Nocore or AFAS as a clean batch.

The urenapp your flexworkers actually open

Start time, end time, unpaid break. On the phone, at the gate, and with no signal in a cold store. Sign a contract, photograph a briefje for the client still using paper, check the rooster and the payslip. In 2024, 52.4% of Dutch agency jobs were filled by people born outside the Netherlands, so the app works in their language, not only in Dutch.

Useful today: parsing CVs into structured data, deduplicating a fragmented candidate base, cleaning a messy urenlijst, ranking candidates against a vacancy. Recruitment sits in Annex III of the EU AI Act, so the high-risk obligations are coming and the AI literacy duty already applies. We build ranked suggestions that show their reasoning to the intercedent who has to defend the shortlist. Never automatic rejection.

This is not an exhaustive list, and we are not a reseller for any of it. If a system has an API, a database, or an export, we can usually work with it. If it does not, we will tell you that before you spend anything.

Rules you work under

In most sectors regulation is a constraint on the software. Here it is the specification. The SNA Module Wtta reads like a functional design document: what the record must contain, who it must be traceable to, and how long it has to stay available. We read it that way.

Wtta
The toelatingsstelsel for anyone who lends workers: uitzenden, detachering, payrolling, doorlenen. VOG RP, a waarborgsom of 100,000 euro and 50,000 for starters, and an inspection against the normenkader by an accredited inspection body. Enforcement from 1 January 2028.
SNA Module Wtta
Version SNA 2026.01, dated 24 February 2026, sitting on top of NEN 4400-1:2023 and NEN 4400-2:2025. Eighteen normeisen, several of which are software requirements: eleven pay terms obtained from the inlener and traceable to them, timekeeping with start and end time per day including unpaid breaks, and the named worker on the invoice line.
SETU
The Dutch data-exchange standard for the flexketen, listed since 2009. Five sub-standards carry verplicht (pas toe of leg uit) status: Ordering and Selection 1.4, Assignment 1.4, Reporting Time and Expenses 1.4, Invoicing 2.2, Vacancies 1.1. Gelijkwaardige beloning 1.1, the message that carries the uitvraag, is published by SETU itself and holds no such status.
CAO voor Uitzendkrachten 2026-2028
It retired inlenersbeloning. The test is now gelijkwaardige arbeidsvoorwaarden: the flexworker's total package must be at least equal in value to a comparable permanent employee at the inlener, with wage, allowances, holidays and working hours counted as essential. CAO parties applied it from 1 January 2026, the statutory version from 1 July 2026.
EU AI Act
Recruitment and selection are Annex III high-risk. The Digital Omnibus moved those obligations from 2 August 2026 to 2 December 2027, with the Council approving on 29 June 2026. Not moved: the AI literacy duty in force since February 2025, the prohibited practices, and the article 50 transparency rules from 2 August 2026.

What changes

A regional agency with four branches, 18 internal staff and roughly 600 flexworkers a week across 40 inleners.

Today

Carerix at the front, Easyflex for verloning and facturatie, Plan4Flex for planning and housing, Excel for everything in between. Monday the hours arrive in five shapes and two back office people spend most of Monday and Tuesday normalising, chasing approvals and rekeying into Easyflex. The uitvraag is 40 Word documents on a shared drive, some three years old. When an inlener's own CAO awards a rise, nobody notices.

After

A urenhub with one intake: the Plan4Flex feed, a per-inlener Excel importer, an inlenersportaal for direct entry and approval, and photo capture with OCR for the stragglers. Everything lands in one shape, validated against the placement and the tariff, pushed into Easyflex over its open API. Next to it, an uitvraagregister per inlener per function, versioned, with an inspection export.

The result

Monday and Tuesday for two people becomes a morning for one, and it is a review job instead of a typing job. Two of the three biggest inleners stop asking for the weekly Excel. The SNA inspection starts with an export, not a shared drive.

Questions from this sector

Our biggest inlener wants the hours in a format our package cannot produce.

Then you build that layer, because they will not move. It is how bureaus lose renewals they had earned. If the inlener is public sector the format has a name and a version number: SETU Reporting Time and Expenses 1.4 for the hours, Invoicing 2.2 for the invoice. If it is a corporate it is their own spec, and the work is reading it and mapping to it. Easyflex has an open API, HelloFlex from the Boost tier upward. Your package keeps doing verloning. The mapping was never its job.

We are waiting until the Wtta is settled.

There is not much left to wait for. The normenkader has been public since 2024, SNA has published a Wtta module since January 2025 and reissued it as version 2026.01 in February 2026. Registration with the NAU for overgangsrecht runs 1 November to 31 December 2026. The application window is 1 May to 30 June 2027, and applying after 1 July 2027 forfeits overgangsrecht. A working uitvraagregister takes longer to build than that.

We outsource our back office, so the Wtta dossier is not our problem.

Partly true and mostly not. The toelating attaches to whoever holds formal employer status, which may change your waarborgsom position and is worth checking. But the normenkader still applies to your uitvraag, your urenregistratie and your dossier, since the data originates with you. Outsourcing verloning does not outsource the bewijslast. To be clear about our own limits: we build the dossier and the export, we do not sign off your compliance or replace your inspection body.

Is AI matching even allowed under the AI Act?

Yes, with conditions, and most pages you will read get the dates wrong. Recruitment is Annex III high-risk, but the Digital Omnibus pushed those obligations to 2 December 2027. What applies now is the AI literacy duty of article 4, in force since February 2025, and the prohibited practices. Transparency under article 50 starts 2 August 2026. So build it as a ranked, explained suggestion with logging and a human decision. Automatic rejection is where this goes wrong.
